it was prepared by All parties conference chaired by motilal nehru. Nehru report suggested:

  1. Dominion status for India (semi-independent govt. under brit empire)
  2. India to be federation with 2 chamber parilament
  3. residuary powers should be vested in the centre
  4. No separate electorates for minorities. protection of minorities by reserving seats in centre
  5. anyone is allowed to vote
  6. Hindi to be the official language of India
  7. NWFP should be given provincial status and Sindh should be separated from bombay and made a province.

Nehru report came into being due to 2 reasons, firstly as an answer to simon commission, and secondly, Lord BirkenHead himself gave this challenge to indian leaders to produce a constitution Draft, instead on always criticizing the gov.

the Nehru report Dissapointed Muslims. this led to actual distrust and conflict between muslims and hindus.

Reasons for the rejection of Nehru Report.

Q, explain why muslims rejected Nehru report?7

Q. explain why all india muslims conf reject nehru report? 7

ignored Muslim views: Muslims were dissapointed because as their main demand of separate electorate had been ignored, and congress was turning its back on what it intially accepted in 1916 lucknow pact, the separate electorates and one third representation for muslims. the hindu nationlists believe that separate electorate for any community is dividing india, and this stance was a blow to hindu-muslim unity. as Muslims leaders werent ready to sacrifice this as they believed that muslim’s political interest can only be safeguarded under separate electorate. hence they rejected Nehru report

Refusal to accept the proposal of jinnah: Muslims rejected Nehru report cuz congress refused to accept 3 changes that Jinnah proposed, to make it acceptable to muslims:

  1. one/third rep for muslims in central legislature.

2.residuary powers should be vested in the province

3.in punjab and bengal, muslims should have a representation on the basis of population.
